How is Konan realistically going to beat SM Jiraiya someone who Pain thought he could have lost to? They are at least a tier or two apart Konan is very smart and has some unique tactics and techniques which may give her advantages at times But if she couldn't react to oil (which is slower than Suiton and other jutsu) in base then she sure as hell is not going to react easily to SM Jiraiya.
